Program Reviews Allegations Against Former Security Chief Luo Gan

An Epoch Times video program revisits the career of former Chinese Communist Party security chief Luo Gan and allegations concerning his role in political repression, family enrichment and preparations for a possible escape overseas.

Luo became head of the Central Political and Legal Affairs Commission in 1998, giving him influence over China’s courts, prosecutors, police and state-security apparatus. The program argues that he helped create the political conditions used to launch the nationwide campaign against Falun Gong in 1999 and later became a senior figure in the extralegal “610 Office.”

The episode also examines the rapid expansion of businesses associated with Luo’s relatives. It alleges that political connections helped companies obtain security-vehicle contracts, acquire state assets and participate in disputed mining transactions. These claims draw on earlier media reports, whistleblower accounts and opposition investigations.

The program further cites international researchers and advocacy organizations that have accused Chinese authorities of forced organ harvesting from prisoners of conscience, including Falun Gong practitioners. Beijing has rejected allegations of systematic involuntary harvesting, and the specific claims against Luo have not been adjudicated in an independent court.

Finally, the episode repeats a report that Luo’s family established a guarded property and mining interests in Peru as a potential refuge. It notes his repeated absence from high-profile official events but offers no independently confirmed account of his current status.
